Of course education is a must, but we still need the rules.

Running a red light is illegal, and you are right some people violate that rule, but it would be a lot worse without the rule, or without stiff penalties for violators. Don't you think?
New laws should be applied to help this kind of situation and we are the ones to start pushing for it.
-The first thing would be to not allow fast boats to go at high speeds at less than 4 miles from shore.
-Auto-pilots should not be allowed at less than 4 miles from shore.
-We need bigger flags, both on the boat and in the water.
-Increase safe distance fromm flag to at least 500 feet.
-Penalties for violations should be increased. 50 bucks sound like a joke.
-Every captain should be licensed, we don't need cones putting divers in danger.
... Now there is another illegal plant: salvia. Funny thing is that salvia can grow in a stone. My kid's school is surrounded by salvia.
