I think the reef is the continuous reef line about 3 miles out. Inside of 3 miles it is just patch reef and flats.

so their forecast is good till about 5 mi out?
Probably not, go by the forecast past the reef. It is not like here that the conditions at the beach are like offshore. In the keys it is usually flat nearshore and different offshore.
