I found this just stumbling through the web and it looks amazing. They say they are dive friendly but i don't know if they are spear friendly. Even if they aren't it still looks awesome.
I saw that, too. On their website under "Questions" I saw this.
Is there spear fishing?
We will not be offering spear fishing trips ourselves, but we are coordinating with dive clubs and individual groups that will be using our accommodations and lodging accommodations.
It's not open yet. We see it offshore 20miles outside of Clearwater just getting fully rigged.

From what I hear they are planning on being at the middle grounds for extended periods of time. What is great about the grounds is that they are pretty inaccessible for most because of how far offshore they are so it is not as over fished as other areas; so as a Gulf Coast native and lover of the grounds I am not a fan of this monstrosity. Kinda hope a hurricane turns it into an artificial reef (with no loss of life of course). Just my opinion.
