Just a heads up but they're new regulations out now for Sand, Kelp, and bay bass as well as striped bass.
Striped Bass (effective Jan. 1, 2013)
May now be taken using spear or bow-and-arrow gear. See Section 28.95 on pg. 47 for details
Kelp Bass, Barred Sand Bass, Spotted Sand Bass (effective Mar. 1, 2013)
1) New size limit: at least 14 in. total length or 10 inches alternate length
2) New daily bag limit: up to 5 fish in any combination of species
