Last weekend i went out with my son Alessandro and two more friends and we found very nice water, nice fish and (amazingly) no sharks.

Permits are protected in PR but in Florida is Ok.
Anyone have some insight?
Some rules just seem so arbitrary, but I am no expert.

Florida in Federal water (3 miles out) is allowed, state waters no. That's how I know Marco went outside state water
