You should have at least one person completely comited to it, or you will keep loosing grounds to spearfish.
You should have very clear why they want to avoid spearfishing in those areas, ask again and again, normally they dont want the comercial presure of spearfishermen, but wont tell you because they dont want to give the impression that they are cutting jobs or ways of life.
Every meeting or public hearing should be attended, this is easier said than done, its an all day thing, or even multiple days, and you will sit throu all the stuff that does not interest you, and you should talk to the scientist, an become familiar with the problems they face, so you understand and be fair to them , this is the only way they will be fair to you.
last, and this part is a shame to us all, when the guys making al the work ask for help, and ask for numbers to back him up in the meeting,public hearings ect, you have to show up, it is very easy for them to shut down spearfishing, if there are not enough people backing it up.
This is my personal opinion, but if a scuba spearo gets 3 fish in a day, and a freedivers gets 3 more fish, I dont see the diference at the end of the day, I do see it when a comercial gets 15-50 , and comes back the next day to do the same, then again , I agree with the fact that freediving have limits , and there is a depth natural reserve, were freedivers wont be able to go, and fish will be safe there.
All in all, the bottom line is, that if they want to protect certain species, the only fishing art that can be selective, and wont have any bycatch is spearfishing, end of discucion, we can even target male or female hogfish if they want to protect the other, we can estimate sizes before fishing , and allow for a large margin as not to disturb smaller individuals, ect, ect.
Go to this meetings, as a group, even if you want to make a statement as freedivers, talk about the good things about your art form.
IF YOU DONT GO AT ALL, AND NO ONE IS THERE, DONT BE SURPRISED AT THE OUTCOME.
And once they stablish a pattern, its the one they will follow for future laws.

Early start for our Dorado season in the island of Puerto Rico.
This one was rod and reel, we landed 12, and let go some smaller ones.
So my Blue Water Hunting Charters season has officially started.
Parrotfish, Midnight, 13.12 pounds.
Dan, Marco is right, the biggest is the Rainbow Parrotfish, I would say the Midnight is the second biggest in the Caribbean.

Went diving with Alexis, Jahaziel, Shamir and Becky.
The kids wanted to try Blue water, so we went for
it for a while, Alexis had the oportunity to dive with
a Great hammerhead, awesome fat Shark, he had a blast.
We got a few fish, and I was lucky to shoot a Midnight
Parrotfish of 13 pounds, looks like it could be a new record.
