    Rope shortened at Children's Pool | SignOnSanDiego.com

The article and some previous threads sum up the latest fight. The rope went up last week and we found that it did not conform to the permit the city had issued itself. The rope was actually about 20 feet too long. So far, the city has acknowledged the "mistake" and agreed that the rope needs to be shortened by 18 feet. A crew was out there today and they shortened it another few feet and lowered the rope below the required 4' height. We are still waiting for the city to chop off the extra 18 feet. Hopefully this will happen soon.

As you can imagine, the enviros are LIVID! A small victory for our side but we will take it! The opposition lawyer (Pease) has called two press conferences in three days and showed up sunday to cause more mischief. He allegedly stole our largest and most expensive sign and drive off in his Prius. I won't get into more detail as it is under investigation.

Progress is being made.... Slow and sure to maintain access at this beach! Thanks to all of those who have been such a great help!

+1 for Don Paul! What an amazing guy with a true passion for the ocean. He is a gentleman and wonderful representative of the sport. The gun collection is amazing and the history is astounding. If you ever get the chance to hang out with Dom or see his gun collection.... Drop everything and do it! His stories are inspiring! Thank you for being there!

Oh man! That is exciting..... I can't wait to see them. I will have a computer that can play dvds for the Blue Water Hunters.

Thanks to those who noticed the rope "didn't look right" this morning. With the help of a good friend, I was able to make some measurements today and compare them to the City's permit for the rope. Unfortunately, there seem to be problems with it. Feel free to check it out yourself and contact the City of San Diego if you feel it is warranted.

The Parks and Rec department had the authority to install a rope barrier today. However, there are several conditions mentioned in the permit. Specifically, under the section "Planning/Design Requirements", condition 11 states, "The installed rope length shall not exceed 130 feet, and a minimum three-foot opening shall be maintained from the post at the easterlymost end of the rope to the nearest obstruction so as to create an opening for beach access." Condition 12 states, "The rope installation shall not use more than four posts, and each post shall not exceed four feet in height." Condition 13 states, "Installed rope height shall not exceed four feet."

Unfortunately, the Parks and Rec department has not complied with this permit. The rope, as installed is approximately 148 feet long. This far exceeds the allowable length of the rope as explicitly conditioned in the permit. The rope is 18 feet too long which is a significant obstruction to access to the beach. Additionally, several posts are greater than 4 ft. tall. Finally, the rope is also greater than 4 feet tall at the posts. This represents a very significant obstruction to public access on a public beach and is a clear violation of the permit conditions. Please refer to my attached photos. Note that I had a 100 ft. measuring tape. Therefore, my assistant stood at 100 away from the seawall while making the measurements of the end of the rope and the pictures illustrating this read 48 feet instead of 148 feet.

This situation needs to be rectified immediately. I suggest filling out and mailing the form found at this website: http://www.sandiego.gov/cityattorney...plaintform.pdf
Likewise, the complaint line found at this website should be contacted:

Eight years of board meetings is all a guy needs to do in a life time;).

It's great to remember the Dragon and the party's that followed, but the thought of a OSHA approved Dragon
and her storage is just one of the hurdles.

    Cheer, Don

OSHA...... I would hope that crap doesn't apply. Boats are always a hazard. Some waivers for the City ought to do.

I think a local Long Beach Petition, followed up with a story in the Long Beach Press Telegram might be a great start. Many kids over the last fifty years grew up loving to see the Dragon and the swimmers braving the cold night waters. I truly miss the bonding between our older members at Dragon work party's.
I will attend a Neptune Board Meeting in 2012 to get some feedback.

    Cheers, Don

Excellent! Please let me know what we can do..... This needs to happen again!

We gotta get that back! I remember seeing some of the pictures when I was researching the Neptunes. What a great tradition! I assumed it was still around and I was thinking about it when we were going out of Long Beach to dive Cat. Last weekend. Maybe that is something we can all work on? I am willing to write letters and show up to meetings. Let me know what I can do!

What time is everyone meeting at CP ? Will there be a table set up away from the opposition ?
I don't want them to think I'm fur ball hunting with a couple vintage spear guns.:@
I also need a recommendation on parking.
    Thanks, Don

I want more pictures of that dragon!

I will be getting there early and setting up on the sand behind the rock at the bottom of the stairs with my ez-up and grill. I will have some extra chairs and a couple of tables for grilling/display. The activists rarely step on the beach for obvious reasons. Parking on the weekends is pretty easy. There is a lot of turn over on the parking at the top of the stairs and in front of Casa De Manana on coast. There are quite a few diagonal spots. I have never waited longer than 20 minutes to find a convenient spot (even on holidays). If you call ahead, we will try to reserve one for you right up front. The restricted parking times are not enforced on weekends so they can be ignored. I will have my dive gear and we always have plenty of eyes to watch any stuff. The biggest problem is not disturbing the seals in the early morning. They usually head to the water once the sun is shining and they get hungry.

Reserve Calicos should be forced to share with the other calicos so its fair to every fish. I say we organize a bunch of starving calicos to stage an occupy MPA until they, the calicos of the reserve, start sharing with everyone else.

Agreed. They are greedy and elitist. Why should the "fat cat" calicos enjoy a "bailout" from the government? It is crony....protectionism

I plan on doing my own monitoring of my local reserves. I will be diving them at least every few months and observing any changes in fish size/quantity, and urchin/kelp abundance. I am willing to bet that I will see larger fish inside the reserves as the years pass, but I am interested to see if fish behaviors change and if the area becomes an urchin barren.

Great points. I will likewise be monitoring. Part of the theory is that the larger fish will spill over out of the reserve. I would love to see that but I am not too optimistic. I wonder if the same result couldn't come from limits on less selective take or commercial fishing. I see a lot of lobster traps out there.
